Covid 19 was called a Pandemic by WHO and it sent us all packing… 

 

That simply meant we all opened our laptops in the comfort of our homes. Lovely! That’s what we’ve  always wanted ? Haven’t we? Informatics became the new normal.

 

We all realized that we need to adopt and adapt to Informatics while also securing ourselves and our data both on our machines and on cloud. That set a spiral wave of career options in informatics.

 

Informatics is basically the representation, processing, and communication of information in natural and engineered systems. It encompasses a number of existing academic disciplines – Artificial Intelligence, Cognitive Science and Computer Science. If you are interested in implementing the various programmes of Government of India,(i.e.Digital India Programme,Digidhan programmes and so on), you need to get into NIC..To get into informatics , you need to enter  the NIC, or National Information Centre,under the Ministry of Electronics and Information Technology, Government of India. The NIC steers e-Government/ e-Governance applications in government ministries/ departments at the Centre, States and Districts, facilitating improvement in government services, wider transparency, promoting decentralized planning and management, resulting in better efficiency and accountability to the people of India.

 

Recruitment for the posts of Scientist-‘B’ and Scientific/Technical Assistant-‘A’ in National Informatics Centre(NIC) on Direct Recruitment Basis.

National Institute of Electronics and Information Technology (NIELIT) invites applications, on behalf of Ministry of Electronics and Information Technology (MeitY), from eligible and qualified candidates for filling up the following Scientific & Technical Posts in National Informatics Centre (NIC).The last date for submission of online registration was  1st June 2020 (Monday).

There are 495 vacancies. For Scientist-‘B’ post – 288 vacancies and for Scientific/Technical Assistant -‘A’ post – 207 vacancies.

Eligibility, Age limit  and Qualifications:

Scientist-‘B’

As Scientist B level, you would be a system analyst. You would be responsible for  e Promotion, Planning, Design, Development and Implementation of Computerisation service of NIC to a Department of Government or an associated organisation Development and Implementation of Information Systems, Expert Systems. You would also manage Information Systems, Training, Maintenance and Hardware Support and go for field visits for successful implementation of the Project with respect to all technical aspects. 

You need to have a Bachelor’s Degree in Engineering or  Bachelor’s in Technology or Department of Electronics and Accreditation of Computer Courses B-level Or Associate Member of Institute of Engineers OR Graduate Institute of Electronics and Telecommunication Engineers OR Master Degree in Science (MSc) OR Master Degree in Computer Application OR Master Degree in Engineering /Technology (ME /M.Tech) OR Master Degree in Philosophy (M Phil).

For Scientific/Technical Assistant-A 

You would be responsible for collection, collation and processing of Information, NICNET operation, assistance in Programming, Analysis and MIS support coordination of Users and other support functions.

You need to be an M.Sc. Post Graduate / MS / MCA / B.E. / B.Tech in concerned discipline / fields.

Vacancy fields: Electronics, Electronics and Communication, Electronics & telecommunications, Computer Sciences, Computer and Networking Security, Software System, Information Technology and Informatics.

 EXPERIENCE: No Experience Required.

Maximum age – 

The maximum age for UR and EWS is 30 years. However, there shall be age relaxation for 5 years for candidates serving in Government Organizations working in post which are in the same line or allied cadres and where a relationship could be established that the service already rendered in a particular post will be useful for the efficient discharge of duties of the advertised post.

  • The upper age limit in respect of SC, ST, OBC and PWD and other special categories of persons shall be relaxable in accordance with the orders issued by the Central Government from time to time in this regard.
  • The age relaxation for SC/ST/OBC candidates is applicable for the post reserved for them. However relaxation in age limit for PWD candidates will be applicable irrespective of the fact whether the post is reserved for them or not, provided the post is identified suitable for them.

 

Based on ACR, Scientific Assistant ‘A’ after 3 years, you  will be promoted as Scientific Assistant ‘B’ and after another 3 years, this person will be promoted as Scientific Officer / Engineer ‘SB’ (Programmer) which is a gazetted post.

 

Selection Procedure:



For Scientist ‘B’ positions, the selection will be done through a written examination and interview. For Scientific/Technical Assistant – ‘A’ post, there would be only a written exam.

Scheme of written examination shall be Objective type and OMR Based.

The question paper for the written examination will consist of 65% questions from Technical Area and 35% from Generic Area. There shall be a total of 120 objective type Questions consisting of 78 questions from Technical Area (Computer Science) and 42 questions on Generic area.The Generic Area will be based on topics like Logical Reasoning, Analytical Reasoning Capabilities, Quantitative and Qualitative abilities and General Aptitude.

Syllabus for Technical Area would be based on Probability & Statistics, Digital Computer Principles, Computer Organization & Architecture, Programming & Data Structure, Object-Oriented Programming, Algorithms, Databases, System Software, Information Systems, and Software Engineering, Computer Networks, and Web Technologies.

The written exam shall comprise 120 objective type questions that need to be answered in a duration of 3 hours.You will be awarded 1 mark for each correct answer and there would be a negative mark of 0.25 would be deducted for every wrong answer.The minimum marks to qualify in written exam is 50% (40% for OBC & 30% for the SC/ST/PWD) Candidates have to secure the necessary sectional cutoff as well as the total cut-off marks in order to qualify for the next stage.

 

Final Selection:

 

While final selection for Scientist B is  a 3 step process and for  Scientific/Technical Assistant – ‘A’, it is a two step process. 

The final selection of eligible candidates for appointment to the post of Scientist –‘B’ will be based on the combined performance of the candidates both in the written examination and in interview and verification of documents submitted by the candidates. The weight-age of marks for written examination and interview will be in the ratio 85:15. It is mandatory to appear in the interview for selection.

The final selection of eligible candidates for appointment to the post of Scientific/Technical Assistant – ‘A’ will be based on the merit position arrived from the performance of the candidates in the written examination, reservation policy and verification of documents submitted by the candidates.

The Zero Trust Tenet:

Covid made us get into a zero trust mode. Everyone is looked as a potential carrier of a virus. Apply the same analogy to cyber security. Data breach, ransomware, phishing attacks can come from anyone and anywhere and when they do, you cannot simply gasp and say

You too, Brutus?

                    ( How can you breach and betray me? As a friend)

You simply cannot trust anyone. Zero Trust tenet means not trusting anyone. And I mean absolutely ‘No one and no action’. Every action, every hit is monitored, how users interact with an application, from what device, how many users access the application within the organization and how many without. For instance, you are a giant company where there are many hits in a  single time frame, you may use AI and ML to build a behavioral file for each user. As soon as a suspicious behavior is seen, an immediate remediation can take place.

Wear the zero trust hat and authenticate every action in your architecture.

Guard your cloud. We are undoubtedly living in uncertain, fluid times with an increased pressure on our digital resources, and we may continue to do so in the near future.

If you are using a Cloud or a SaaS solution, you are trusting that vendor with the security of your corporate data. Even if you can, are you sure you have armed yourself enough viz a viz the end points that access the data?

For example, you may not allow your employees to have direct access to a SaaS resource while they are using their own machine and may require them to tunnel to the system,  you may still need to have DLP software, filters, antivirus screening in place. 

And additionally, in case you have been caught off guard, a knee jerk shift to remote devices and networks will lower your immunity in terms of security, leaving some security gaps, including cloud misconfiguration leading to data breaches.

Education

You would learn  about Fundamentals of Meteorology, Weather Measurement & Analysis, Weather Forecasting, Atmospheric Physics and Thermodynamics, Global Atmosphere, Marine Meteorology etc. You would also study some statistical concepts like data collection, analysis and forecasting; and computer modeling.

SSC Scientific Assistant:

It is Group B GP 4200 Post in IMD and is a combination of scientific cum Met. Observer Post. It includes lots of Work as a Meteorologist with Forecasting and Advanced meteorology.

The eligibility criteria is that you should be a

citizen of India or a subject of Nepal or Bhutan, a Tibetan refugee. You should be a graduate in Science (with Physics as one of the subjects)/ Computer Science/Information Technology/ Computer Applications OR Diploma in Electronics and Telecommunication Engineering from a recognized Institution/University or equivalent. However, according to New court Ruling even B.Tech and BE are eligible to apply for SSC Scientific Assistant. You should not exceed the age of 30 years.

The qualifying Degree or diploma referred above should be in First Class (60% marks) or 6.75 CGPA on a 10 point scale. The qualifying Degree or Diploma referred above must be of three (3) years duration after (10+2) examination. The applicant must have passed 10+2 Examination from a Recognized Board or equivalent in Science with Physics and Mathematics as core subjects.

Examination Pattern

The question paper,a computer based,  is of  two parts, Part – I & Part – II. Both Part-I & Part-II are conducted for a duration of 2 hours. It comprises 200 questions carrying 200 marks for two hours duration. Part ! consists of General Intelligence & Reasoning, Quantitative Aptitude, English language & Comprehension and General Awareness( 25 questions from each topic). Part II would test you on Physics, Computer Science and Information Technology, Electronics & Telecommunication Engineering. For 100 marks based on which option out of the 3 disciplines you choose.

In case if more than one candidate scores the equal aggregate marks, tie will be resolved by applying using methods like Total marks in the Computer based examination (Part-I & Part-II), Marks in Part-II, Marks in Part-I, Date of birth, with older candidates placed higher and also the first name of the candidates in alphabetical order.

Robotic process automation analyst

Robotics Process Automation allows organizations to automate task just like a human being was doing them across application and systems. Database as a service Analyst

This role is the upskilled version of database administrator who maintains a successful database environment by directing or performing all related activities to keep the data secure. Database as a service (DBaaS) is a cloud computing service model that provides users with some form of access to a database without the need for setting up physical hardware, installing software or configuring for performance. All of the administrative tasks and maintenance are taken care of by the service provider so that all the user or application owner needs to do is use the database. Of course, if the customer opts for more control over the database, this option is available and may vary depending on the provider.A database as a service analyst analyses and studies the database needs of an organization and suggests the most optimum service.

Virtual Reality Architect

A virtual reality architect must have advanced technical knowledge of programming, image management, 3D and the software needed for developing virtual reality. His goal is for no one to be aware of his work; in other words, to create virtual realities that are so advanced that users forget they are not in the real world.

Web Analyst

The Indian Information Service (IIS) is the administrative civil service under Group A and Group B of the Central Civil Services of the executive branch of the Government of India.

Indian Information Service officers are the media managers of the Government of India. They act as a vital communication link between the Government and the people by way of disseminating information and communicating various Government policies and schemes to the public at large; and also collecting and providing valuable feedback to the Government for policy formulation.

Most IIS officers work in various media units which are under the Ministry of Information and Broadcasting such as DD News, All India Radio, Press Information Bureau, DAVP etc. During their tenure in the Press Information Bureau, they are posted with various Ministries as spokespersons to handle the Ministry’s information and communication needs and help in policy formulation.

IIS officers are also posted as spokespersons to various constitutional bodies such as Comptroller and Auditor General of India, Election Commission of India and statutory bodies such as Central Bureau of Investigation. Genesis

Indian Information Service (IIS) was established as an organised central service named Central Information Service (CIS) on 1 March 1960. Prior to 1960, these posts were manned by officers recruited separately by each media unit. In 1987, CIS was bifurcated into IIS Group ‘A’ and IIS Group ‘B’.

Recruitment

IIS Group-A officers are selected through two modes,

Direct recruitment through the prestigious Civil Services Examination conducted by the Union Public Service Commission for recruitment to the various Civil Services of the Government of India, including the Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS) among others.

And also through promotion to IIS Group-A from the Senior Grade officers of IIS Group-B.

UPSC Indian Information Service Education Qualification

It is an administered civil service cadre. This service comes under the Ministry of Information and broadcasting. Officers for IIS are selected through the Civil services exams conducted by UPSC.

Candidates must have a Degree from a recognized University or Institute, Diploma/Post-Graduate Diploma in Journalism/ Mass Communication from a recognized University/Institution. OR Degree in Journalism and Mass Communication from a recognized University/Institute.

Training After the officers are allocated the Service depending on their rank and preferences in the Civil Services Exam, they undergo a three months Foundation Course at Lal Bahadur Shastri National Academy of Administration Mussoorie. This is followed by nine months of professional training at Indian Institute of Mass Communication, New Delhi. During the training period there is also a 3-week training module for IIS Officer Trainees at Film and Television Institute of India Pune. Thereafter, an IIS Probationer undergoes one year On-Job-Training, during which he/she is attached to various media units under Ministry of Information and Broadcasting such as-

Soon after the probationary period of an IIS officer, he gets posted to a media unit attached to the government of India. Again, the tenure at the media unit is dependent on the number of vacancies and requirements they have at the point of time of induction. So broadly speaking, an IIS officer travels through these roles to achieve seniority and related benefits in his career progression. The path traversed by the IIS officer is listed below for quick reference:

    For Coastal Guard Navik

    Candidates must have cleared Plus II with mathematics and physics from an education board recognised by the Central/ state government with a minimum 50 percent aggregate marks. 

    Candidates from 18 years to 22 years of age are eligible to apply for Indian Coast Guard Navik (GD). As per the official notification, candidates must be born between August 1, 1998 and July 31, 2002. SC/ST and OBC candidates will get age relaxation of 5 years and 3 years, respectively.

    Difference in Selection process: 

    The Assistant Commandant Post:

    The selection of the candidates will be done on the basis of shortlisting of applications, preliminary exam, Psychological Test, Group Task and Interview. Stage 1  Shortlisting of Applications: Shortlisting criteria will be based on higher percentage of marks in the qualifying exam. Stage 2 Preliminary Exam: Shortlisted candidates will be called for Prelims. The prelims exam will consist of Mental Ability Test/ Cognitive Aptitude Test and Picture Perception & Discussion Test (PP & DT).  Stage 3 Final Exam: The candidates who qualify in prelims will be called for Final Selection. The Final Selection will have a Psychological Test, Group Task and Interview (Personality test) round. Candidates will have to produce original documents during the interview round.

    For Coastal Guard( Navik)

    There would be a written exam and candidates will be shortlisted for a written exam based on the marks obtained in their 10+2. For every centre, qualifying cutoff percentage will be different; it may increase if applications with the higher percentage are received. The candidates who clear both written and fitness tests then have to go for the final medical examination. The exam will be offline and objective type, questions will be asked in MCQs format. It would cover subjects such as basic English, Mathematics , Physics, Basic Chemistry, Reasoning, Current Affairs and Quantitative Aptitude of the academic level of Std XII. Language of questions will be Hindi and English and there is no negative marking for the wrong answer. Those who will qualify for the written test will be asked to appear for the Physical Fitness Test (PFT).  Physical Fitness Test (PFT) For both the posts, PFT will be conducted for all those who qualify the written tests. Candidates undergoing PFT will do so at their own risk. All candidates are advised to be in possession of a sports rig (Shoe, T-shirt, Trouser etc). The PFT consists of:-

    Medical Examination Authorized military doctors will conduct the medical examination of the candidates who clear written test and PFT. Different parameters of medical examination are the minimum height has to be 167 cms, proportioned chest with minimum expansion of 5 cms and weight should be proportionate to height and age (+ 10 percentage, visual standards 6/6 for the better eye and 6/9 for the worse eye.Permanent tattoos on any part of the body are not allowed.     Pay Scale:

    For Assistant Commandant ( GD)   the Pay Level would be Level 10 with a basic pay of Rs 56,000 whereas after joining, a Navik in Indian coast Guard will be entitled to get a basic pay of Rs 21700 (Pay Level-3) plus DA and other allowances (based on nature of duty/location of posting). A Navik can be promoted upto the rank of Pradhan Adhikari with pay scale Rs. 47600 (Pay Level – 8) with Dearness Allowance.  Besides basic pay and allowances,both the profiles are entitled to get free ration, clothing, medical treatment, government accommodation for self and family on nominal rate, canteen and various loan facilities. After retirement, they can avail ECHS medical facilities.

    Difference in Role:   The Coastal Guard Officers (GD) Branch: The command of ships at sea can only be exercised by officers of the General-Duty (GD) branch. The key functions of a General-Duty Officer is to operate weapons, sensors and different kinds of equipment on board a ship. The safety of the ship and the men would be GD officers responsibility. All the District Commanders (COMDIS) and Commander of Coast Guard Region (COMCG) appointments are exercised by a GD Officer of the Indian Coast Guard.

    Enrolled personnel

    However, the Coastal Guard Navil comes under the Enrolled personnel branch.  In the Coast Guard serve as either a yantrik (technician) or navik (sailor).[Yantriks are responsible for operating and maintaining mechanical, electrical or aeronautical equipment and systems on board the Coast Guard vessels and aircraft. As a Navik, you may further serve in the General-Duty or Domestic branches. The General-Duty naviks serve as sailors, weapons systems operators, communication specialists, divers, etc. or in specific maritime or aviation support roles. Domestic branch naviks serve in roles such as stewards, cooks, etc. on board Coast Guard vessels. Enrolled personnel of Indian Coast Guard are trained along with Indian Naval sailors at the naval training establishment INS Chilka. All training undertaken by Coast Guard personnel is the same as those undertaken by sailors in the Indian Navy. All personnel are trained in the operation of weapons systems in case of emergency.

    A candidate must be either:a citizen of India, or (b) a subject of Nepal, or (c) a subject of Bhutan, or (d) a Tibetan refugee who came over to India before January 1, 1962, with the intention of permanently settling in India, or (e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka or East African Countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, and Ethiopia or from Vietnam with the intention of permanently settling in India. 

     

    Note: Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

     

    Educational Qualification: 

     

    For Indian Economic Service:

    A candidate for the Indian Economic Service must have obtained a Postgraduate Degree in Economics/Applied Economics/Business Economics/Econometrics from a University incorporated by an Act of the Central or State Legislature in India or other Educational Institutes established by an Act of Parliament or declared to be deemed as University u/s 3 of the University Grants Commission Act, 1956 or a Foreign University approved by the Central Govt. from time to time.

     

    For  Indian Statistical Service:

    A candidate for the Indian Statistical Service must have obtained a Bachelor’s Degree with Statistics/Mathematical Statistics/Applied Statistics as one of the subject or a Master’s degree in Statistics/Mathematical Statistics/Applied Statistics from a University incorporated by an Act of the Central or State Legislature in India or other Educational Institutes established by an Act of Parliament or declared to be deemed as University u/s 3 of the University Grants Commission Act, 1956 or a Foreign University approved by the Central Govt. from time to time.

     

    Age Limit :

     

    A candidate appearing for the IES exam must have attained 21 years and have a maximum age limit of 32 years. It has some upper age relaxation for certain categories of candidates like Scheduled Caste or a Scheduled Tribe is 5 Years and other Backward Classes is 3 Years. If a candidate has ordinarily been domiciled in the State of Jammu & Kashmir during the period from January 1, 1980, to December 31, 1989, – 5 Years Up to a maximum of three years in the case of Defence Services Personnel disabled in operations during hostilities with any foreign country or in a disturbed area, and released as a consequence thereof.  Up to a maximum of five years in the case of ex-servicemen including Commissioned Officers and ECOs/SSCOs who have rendered at least five years Military Service as on August 1, 2018 Up to a maximum of 10 years in the case of (a) blindness & low vision, (b) deaf & hard of hearing, (c) locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy, (d) autism, intellectual disability, specific learning disability and mental illness, (e) multiple disabilities from amongst person under clauses (a) to (d) including deaf-blindness

    The questions papers in all the subjects will be of conventional (essay) type. Questions will be set in English and must be answered in English as well. You need to answer the exam yourself and won’t be allowed a scribe to write for you. However, blind candidates will be allowed a scribe as well as an additional 30 minutes for each paper. Candidates with locomotor disability and cerebral palsy will also be allowed an extra 20 minutes per paper, but won’t be allowed a scribe.The UPSC decides the qualifying marks for each paper.Marks may be deducted if your handwriting is not easily understood. No marks will be given for superficial knowledge.You will be allowed to use scientific, non-programmable calculators in the examination hall.You may use only the international form of Indian numerals (i.e. 1,2,3,4) while writing the exam.

     

    Part II: Viva Voce (interview) for 200 marks of shortlisted candidates.

     

    You will be interviewed by a Board of qualified and impartial observers who will have before them a record of your career. The object of the interview is to judge how suitable you are for the service for which you are competing. This viva voce exam  will test the general and specialised knowledge and abilities of the candidate, in addition to the written exam.

    You are expected to be aware of not just the subjects of your academic study but also about events which are happening around you; both within and outside your state or country, as well as in modern currents of thought and in new discoveries which should stir the curiosity of any well-educated youth.The interview won’t be a strict cross examination, but would be more of a natural, yet directed and purposeful conversation, intended to reveal your mental qualities and your grasp over various problems. The Board will pay special attention to assessing the intellectual curiosity, critical powers of assimilation, balance of judgment and alertness of mind, the ability for social cohesion, integrity of character, initiation and capacity to lead.

The Staff Selection Commission (SSC) holds the Combined Graduate Level (CGL) Exam for the appointment of candidates in Grade “B” and “C” category posts at various Government Ministries, Departments, and Offices.     Tier I: Preliminary Examination

    The exam comprises of four sections having 100 questions (25 questions in each section) which will account for a total of 200 marks (maximum 50 marks in each section). The time duration of Tier-1 exam will be 60 minutes and would be conducted online. It would cover the subjects of:
    • General Intelligence and Reasoning
    • General Awareness
    • Quantitative Aptitude
    • English Comprehension
    There is negative marking in SSC CGL 2019-20 Tier 1 Exam. 0.5 marks will be deducted from every question that is attempted wrong by a candidate in all the sections. The exam duration is 80 minutes for candidates who are visually handicapped and suffering from Cerebral Palsy. Based on results from Tier I, qualified candidates can then take the Tier II and Tier III exams.

    Tier II: Mains Exam

    SSC CGL 2019-20 Tier-II exam is an objective exam which will be conducted online. The exam comprises of four Papers – Quantitative Abilities, English Language and Comprehension, Statistics and General Studies (Finance & Economics). The time duration for each Paper is 2 Hours. The section-wise details of the exam are shown in the table given below:

    Tier III exam: Descriptive Paper

    SSC CGL Tier – III Exam is a descriptive paper which will be taken offline via pen and paper mode. In this exam, candidates’ language proficiency, grammar knowledge, vocabulary usage and writing skills will be tested in English/Hindi. Candidates are required to write essays, précis, application, letter, etc. in 60 minutes.This exam will be bilingual means, Hindi/ English as per the choice filled by the candidate earlier at times of application filling.The questions are based on 10+2 level.The exam is qualifying in nature. At least 33% should be scored by the candidate to qualify this particular tier, rest is dependent on cut-offs.The exam duration is 80 minutes for candidates who are visually handicapped or suffer from cerebral palsy.

    SSC CGL Tier – IV Exam 

    The SSC CGL Tier – IV Exam comprises of a couple of skill tests which are required for certain government posts and document verification procedure:

    DEST (Data Entry Speed Test):

    Data Entry Speed Test (DEST) at 8,000 (eight thousand) Key Depression per hour on Computer is specifically for the post of Tax Assistants (Central Excise & Income Tax). The “Data Entry Speed Test” Skill Test will be conducted for a passage of about 2000 (two thousand) key depressions for a duration of 15 (fifteen) minutes.

    CPT (Computer Proficiency Test):

    The Commission will hold CPT, comprising three modules,Word Processing,Spread Sheet and Generation of Slides.The test will be conducted for the post of Assistant Section Officer of Central Secretariat Service (CSS), Assistant Section Officer (MEA), Assistant in Serious Fraud Investigation Office (SFIO) under the Ministry of Corporate Affairs and Assistant (GSI) in the Ministry of Mines.

    Document Verification:

    The last step to the final selection would be Document Verification. Candidates will have to submit copies of various documents like Matriculation Certificate, educational qualification, caste certificate, relevant document, if any relaxation is taken, etc. Candidates will be required to produce all documents in original for verification at the time of document verification.
